Noel Ryan

Noel is a Chartered Engineer and senior programme leader with over 16 years of experience delivering nationally significant transport infrastructure across Ireland’s rail network. His work involves aligning operational delivery with long-term strategic objectives in a complex, safety-critical environment. He has played a key role in the development of the DART+ Programme under Project Ireland 2040, leading on statutory approvals, design integration, safety assurance, and programme strategy. Noel brings deep expertise in governance, risk management, stakeholder alignment, and multidisciplinary programme delivery. Noel holds advanced qualifications in structural engineering from Imperial College London and an Executive MBA from Dublin City University. He contributes a strong focus on strategic execution, operational resilience, and long-term infrastructure value creation.
